Forward-deployed AI consulting in Abu Dhabi
Abu Dhabi has set one of the most ambitious public AI programmes in the region. The Abu Dhabi Government Digital Strategy 2025-2027 aims to make the emirate the first fully AI-native government by 2027, backed by a large public investment. The government reports more than 100 AI use cases deployed across more than 40 government entities. For a vendor or an integrator, that programme sets the expectation: buyers want measured results, named owners and a clean handover.
I am Mayur Patil, based in Nashik, India. I work with Abu Dhabi teams on forward-deployed AI consulting, and I visit Abu Dhabi by arrangement.
What the government programme asks for
The strategy is public, and its goal is clear. Entities will use AI in services, decisions and operations, and they will be measured on the results. A consultant that arrives with a demonstration will be asked for the evaluation set, the test results and the owner who runs the system after launch. The UAE pillar summarises the federal framework that sits behind the programme, including the federal agentic AI framework and its training commitment.
Which rules apply in Abu Dhabi
Two rule sets matter. The federal data law, Decree-Law No. 45 of 2021, has been in force since 2 January 2022 across the UAE. Within Abu Dhabi Global Market, the ADGM Data Protection Regulations 2021 govern personal-data processing, and they were enacted on 11 February 2021. In the sources I checked, I found no Abu Dhabi rule that binds private agent deployers. The readiness review maps which entity and which data flow sits under which rule, and it records the answer.
Pilots that stall in Abu Dhabi
Three reasons come up most often. The data owner is not in the room, so the agent cannot be given the data it needs. The evaluation is a demonstration rather than an agreed test set. And the agent can change a record, but no one has written which changes need a person's approval. These are the same gaps I see in other markets, and the readiness review is built to close them early.
Industries and organisations
The industries I work in are banking, fintech, consulting and IT services, manufacturing and capability centres. The organisations I can name are listed on the about page. I do not describe work for a client beyond what the client has agreed to share.
How an engagement runs in Abu Dhabi
An engagement starts with the two-week AI Delivery Readiness Review on one workflow. The review ends with a written recommendation to proceed, reframe or pause, and a pause is a valid result. If the work proceeds, an architecture sprint decides the design, or a forward-deployed delivery engagement builds the first system with the client's engineers, and a named owner takes over at handover.
Abu Dhabi is on the same time zone as Dubai, which is 1 hour and 30 minutes behind India. Decisions can be scheduled for the Gulf afternoon, and the build can run from India in the Indian morning.
Three ways to start
AI Delivery Readiness Review. Two weeks on one workflow, with a written readout and a recommendation.
Architecture Sprint. Two to four weeks on one use case, with the architecture, the recorded decisions and a backlog.
Forward-deployed AI delivery. One bounded use case, built inside your systems, with a runbook and a named owner.
Each is quoted on its scope. The engagements page describes what each includes. I do not publish prices.
Where to go next
The FDE consulting hub covers the three ways to engage. The Dubai consulting page covers the same method for Dubai, and the UAE pillar is the reference for the federal rules.
Common questions
Does the ADGM data protection regulation apply to an agent built for an entity in Abu Dhabi Global Market?
The ADGM Data Protection Regulations 2021 govern personal-data processing within ADGM. An agent that processes personal data inside ADGM falls under them, and the readiness review maps which entities and data flows sit inside it.
Is there an Abu Dhabi rule that binds private agent deployers?
In the sources I checked, I found no Abu Dhabi rule that binds private agent deployers. The federal data law applies across the UAE, and the ADGM regulations apply within ADGM.
What does the Abu Dhabi government's AI-native plan mean for a vendor?
The government has deployed more than 100 AI use cases across more than 40 entities, and it aims to be the first fully AI-native government by 2027. Vendors should expect buyers to ask for measured results, named owners and a handover, not only a demonstration.
Can you work on site in Abu Dhabi?
I visit Abu Dhabi by arrangement, usually on trips that also cover Dubai. Discovery and handover can be on site, and the build can run from India with a fixed overlap for decisions.
